A reading level refers to what students are able to decode, analyze, and evaluate without the support of the teacher. 
 
When benchmarking students, teachers often aim to obtain information about what children can do with guidance and support (instructional level) as well learn more about the point at which accuracy, fluency, and comprehension break down altogether (frustration level).
 
Understanding students’ reading level provides a baseline for planning targeted instruction and monitoring student progress.
